I usually only dismiss a player if I know I am not protected by network settings or if I have not finished exploring the area yet.
And you can give permissions to the group you are in.
...Actually sometimes the MP refuses to work, mostly it depends by the ISP, I'm aware of that because using my main ISP mostly doesn't work at all, if I use another ISP, sharing a 4G Internet Connection it mostly works...
EDIT: Naturally if your friend tries to join you and the lobby is full (s)he will unable to join... ...it happens a lot in very crowded star systems, just a mere example expedition ones when the expedition is live...
