You can try to solve it with the little information, but it doesn't really matter. You might feel a little bit fooled *g*. Just don't think about it any further....
I made a choice, and as you said, it didn't seem to change anything. So I will take your advice and try not to think about it anymore.
1. put a save beacon down in your overseer office.
2. when you get a citizen dispute, use the save beacon before handling the dispute.
3. handle the dispute and try the first option. record the result.
4. reload the save you made in #2.
5. handle the dispute and try the 2nd option. record the result.
6. decide which result you preferred.
7. if you prefer the 1st result, reload the save, handle the dispute, and take
the first option again. then you're done here and you can move on...
8. if you prefer the 2nd result, you're done here and can move on...
i've done this dance numerous times...
if your question was more about ignoring them completely and not touching them, no... you have to interact and make a choice of the two options given... if you don't interact with them, nothing else will happen and you won't get any more "decision events" because that one is blocking further events in this queue from taking place...
