Are you just going to the space stations?
Because there's tons of other places that multi-tools are sold, and every place is a chance to see the other weapons in that's systems pool.
Npc settlements usually have a mutli-tool box. The settlements are those single square landing pads, with 1 or 2 attached buildings. You can purchase maps at the space stations from the agents that will lead you to that type of building, and others.
Sentinel pillars will give you an option to download a multi-tool blueprint as well.

Was lucky enough from my starting point to find a decayed settlement with a toolbox in it. It seems that most of these decayed settlements have these swarm spawning eggs around them. So I easily could collect 1.5 Mio credits to buy an A class pistol with 16 slots. So you should visit all these settlements to get a better tool. And a lot of these settlements have vendor machines. Very easy to farm eggs and sell them for your starter credits.
I have seen a lot of pistol and rifle type multi-tools through my explorations, some experimental types, but only one or two alien multi-tools (pistol size and low class), I have been to a crazy amount of planets and systems in my current save.

If you find S-Class MT on a space station and it is not a rifle, you can fly to a planet in this system, land and make a manual or auto save with beacon and reload this save and go back to the station. This trick changes the type of multitool. If you make a save&reload on another planet in this system, there will be another model on the station(one for an each new planet visit), but it always be of the same Class
