I have no idea what you're talking about, but this is what I'm talking about:

Construction terminal. The thing that lets you hire an overseer and all the other NPCs (because he's where you get the plans for their work stations). That's why I said "construction terminal" and not whatever you thought I meant.
However, the agricultural product crafting blueprints (Glass, Acid, Living Glass, etc.), which one would normally acquire from the Overseer and Scientist, can also be obtained by raiding secure facilities (Manufacturing Facilities and Operations Centres). I believe these blueprints are chosen from a tech tree, so you should not have to learn a lot of "junk" blueprints before you finally get to learn the blueprints you need.
I got that blueprint (playing expeditions) but unfortunately I can't remember how.
I think you get it as part of a base building mission. Check your log if there are any outstanding missions.

P. S. I don't have the blueprint for the save point. Got save beacon but cannot place a beacon on the freighter.
Man, that's a bummer... It's not even just about the plans (though that was my main motivation in making the topic). But my base and freighter are going to feel incredibly empty without all the NPCs... >.< Thanks, though.
Thanks a thousand for the link ; I kept looking for answers for this terminal and only got how to get the overseer. Now I'm on the campaign track!
EDIT: I was able to build a Construction Terminal at his base and then he was able to recruit an Overseer but so far he's only getting the dialog to "Leave the Gek alone"
I know you can buy all the blueprints on the anomaly but it's nice to have the NPC's around the base to make it feel lively. It would be great to see some additional idle base npc's available for purchase with Quicksilver at some point (with a base limit of 2 or 4 so it doesn't become a massive load issue).
It's not the quests he's particularly interested in, it's having the NPC's around. The terminals are nice pieces of furniture if you're wanting to build a base that actually feel like it gets used
I don't. You know, which is why I said in my OP that it should be purchaseable with Salvaged Data.
As would I. Maybe not the log completely, some of the stuff is useful, but the quests are boring after one go through, as most quests usually are. Also auto-pinning new technology is stupid. I'd also *LOVE* a way to turn off the damned "helpful hints" crap that I've seen literally thousands of times.

Well I found your answer, or at least close enough I think. I just got it! 5 min ago.
Was lost in space trying to get to the second meeting point in phase 2 of the pioneer expedition (just kept warping and getting nowhere???) and then got tired and went back to my main uploaded base. And there it was, the secondary quest : Expending the base.
Here are some details that might be useful :
Prime quests: Atlas path, Space anomaly, Expedition one.
Secondary: Exploration guide, Community research, Rendezvous 2
My base is medium sized (for someone who can't build s***).
