EDIT: In my case, soon after I chose save game to load, the screen flashes few times and then galaxy loading screen appears normally, but that screen flashes indicate that the textures will become broken after the save game loads.

This happens to me when I open the Steam Overlay while the game is loading. Just let the game load, then tab out or do other things.
edit: exactly what Lightning described...
Yeah, screen flashing, textures looks like glitchy mess and nothing helps no matter what i do inside the game. I have AMD card but i dunno how to fix mismatches by myself, 'cause i'm a noob in that. Can somebody give instructions or something when issue will be fixed? Else i may just do something wrong and ruin game completely.. i don't want this to happen
* Make sure NMS is not running
* Open your Steam Client
* Click Steam at the top left, then open Settings
* At the bottom you see a setting called 'Shader Pre-Caching'. Click it
* Uncheck 'Enable Shader Pre-Caching'
* Close the Steam Client and start NMS
If this solved the issue, you should be able to turn on/check Shader Pre-Caching again in the Steam Client Settings.
