Ps i dont have any mod installed.
Dismantle the recharge launcher module in your ship then launch the ship while on a planet surface to see if you are able to take off. You may reinstall the recharge launcher after it works, but do it on an empty slot not attached to any other module before moving it back to place for adjacency bonus. [Edit, Moving the upgrade module to another slot sometimes cause same bug as well.]
I have not experienced such bug on a ship but it happens on exocrafts when you are install most of your modules. Getting to a recharge module many times causes the bug, just dismantle it and try again, preferably install it last. When done and you know you will not install anything else, everything works fine.
Problem solved by removing the tires
