you can find employees from space stations.. yes. you can also find them from trade stations on planets as well. so long as the system itself is representative of the race needed for the professional being hired. (again, if searching planet side trade stations)
in this case "farmer" is gek. so you will need to search around a gek system.
find a planet or two, talk to some npc's (so that they send you to a planetary trade station) use your signal booster.. ect.
the more gek you talk to, the better the chance for finding one to hire.

check the planet side trade hubs/stations. usually 3-5 npc's on each. you will find one eventually.

This. You can search to the end of the galaxy, but unless you have the quest active, you won't find one.

you can receive the dialogue option without having the mission selected in the journal. have done this many times. however, if you have the journal mission selected, there usually will be a marker on the galactic map, showing you the system where the npc is located (if at a space station) .. this is usual for the first couple npc's, the science officer and the armorer. sometimes the farmer will not appear with a marker.
you can still find an npc to hire at a trade station (providing it's the appropriate race) even if one is not marked or available at the space station, if you talk to enough npc's. you can even find one at some of the interactive buildings on the planet itself.. if the npc has the dialogue option.

second you are incorrect. there is the designated NPC that is marked on the space station while the mission is selected and active (first activated) there are other random NPC's that can be found on other space stations (different systems) and trade hubs that have the various worker NPC's (farmer, science ect) that can be hired and also advance the mission.. again.. provided the mission is selected at the time of hire.
i have done this many times.. as i did not like the NPC model of the first designated choice. so i shop around for the NPC model i find fitting for the look i prefer.

Teleport back to your base. Select the "Hire a Farmer" mission. Take off and get into space, then enter the map for making jumps. One of the systems nearby yours will have an icon indicating that is where the farmer is. If you have the
hire farmer" mission as your current mission there should also be a line connecting your current system to the one whee the farmer is.
Note: if your base is already in a Gek system, the farmer might be in your bases systems space station.
This pattern is used for hiring the other base workers. Read the instructions, look for the icons.
