Use your discovery tab wisely, the most recent discoveries are typically at the top. The three or four most recent are the most likely candidates. You can use the teleporter to check them out.
Maybe just try building a signal booster someplace random to kick start the quest.
every single system in my discovery tab. The mission would not "activate" back up again, except to say that I should place a signal booster in the lower right-hand corner, but not quest marker.
I did manage to solve the problem with the NMS save editor though. By setting the progress for the quest to 0 (started, but not progress), I was able to get a waypoint to where I should place my first signal booster in the very same system I was currently in. After that, everythingn went smoothly and I was able to progress past the previous point and finish the quest.
Weird bug, but thank goodness for the possibility to edit save files in this game...
It should guide you the rest of the way.
Good luck out there!
