You can have many bases, you can delete bases you no longer want.
For the first base being near a trade terminal would be useful, but not required. Near or in a large cave with lots of ferrite dust, and plants that give oxygen and sodium would be a good place. Or anywhere with a nice view.
TIP: also wise not to delete your first base. It is okay to downsize it but I always leave at least a teleporter and a small shack, just in case.
Finding that perfect spot can take a long time due to OCD, or as I prefer to call it CDO because i can be so obsessive i even need to have those letters in alphabetical order.
Don't stress too much about your first base, you wont have all the base parts unlocked to design it as best as you can.
I would just build something useful for the moment, like said above. Something to keep the weather off you and complete the quest.
The "construction Research Unit" is something you can build and place in your base. It will help you unlock some of the first items and allow you to build them.
As you progress you will find many other planets and various reasons to build more bases. I would consider your first base as simply the one you created as part of this quest.
I even put them on my Freighter once.
BTW, OP; if you Delete a Base, you loose the building Materials, but if you Deconstruct it one piece at a time, you Recoup most of your Building Materials...
the stronger your requirements, the longer it will take, is all.
if you must have a paradise planet that never has bad weather, offers some rare thing (say, ancient bones), is colored in a way that you find attractive, has interesting creatures, and offers a scenic location with flat, easy to build on terrain, it can take weeks, or even months to find such a thing.
if you just want a half decent looking planet with tolerable weather, you can be done in 1/2 an hour or less: most of the anomaly planets offer perfect weather, so all you need is colors you can stand and a flat spot, or if you don't mind occasional storms, any paradise world with colors you like. All trash worlds are decent too: they have no weather or plants** or animals, but you will be left in peace and the only hassle is they burn a little life support.
** all planets have specific plants: sodium, oxygen, cave marrow, jet pack, etc.
-- there are also a lot of merits to your 'forever' home being on your freighter, and working the ground-side bases as little more than teleport hubs. But you will need 1 larger base (npc stations and a roof*, maybe a little more), if you want to do the NPC base quest line (everyone should do it one time, it enhances your understanding of the world / backstory and is well written (if buggy at times).
* the roof is needed to get the annoying base computer archives to start up.
