And yes, the mission did take me to another system. It gave a landing location. I eventually concluded that I needed to use Target Sweep, and that brought me inside the building.

Mineral mission from page 2 selected doesn't show the marker.
Of course this is the answer that I don't want it to be, but it's what I suspect.
Yes, I'm on the latest release and Target Sweep mode is specifically mentioned in the release announcement.
Edit: Last resort - go very far away (take a Black Hole somewhere, for instance). The Survey mission should then offer you the option to reset to another, closer star system, where it will presumably behave more normally.
