Report a translation problem
It is on my end. I thought this because no google hits with others having same issue.
I'm playing on the xbox one S controller and it works fine for me as well. If you can get one of those that'll do.
So, I tried your suggestions and even with a new controller , it's still doesn't work. It has to be the game on my gaming comp, because when I tried it on another computer , with my same steam account and controllers, everything works fine.
Therefore it has to be some setting that somehow changed. Every thing was fine 2 days ago.
Assuming we both have the same problem this was my solution: So basically try to connect your controller and have steam recognize it and then launch your game. Make sure the cursor moves in the menu screen via controller. And make sure you have the official hello games controller config loaded too or just load the config and apply it again that might work too.
Yeah I have to have mine on before I start the game as well, then the config is loaded. I'm not running the wire either, I have the official Microsoft wireless USB adapter. Any other adapter didn't work, I tried one or two.

This one did the trick for me.
You can also try and start the game in big picture mode. Before I changed some setting that forced the game to use certain controls I had to use that, can't remember the setting though it's been a while.
Controller still has to be on before you start the game. Might have to be on while you change this setting as well. Maybe this will help out.
Oh that reminds me, when i got my new system steam had Xbox controller configuration off by default. So if this is the issue as well, all you need to do is right click on NMS then go to properties, then go to controller, then click on Controller General settings (its underlined) and enable Xbox controller configuration support.
I know this is similar to what you said but this is how I did it so I'm just putting this out. There the more info the merrier :)
And I will try them all.
Not entirely true for me. If the controller is on when I load the game, I can turn it on and off as I please. During that session. Mine goes out all the time when I'm away for a bit, I just turn it back on. Maybe this too has to do with these settings.
