The big advantage of X class addons is that you can pick up the Hazard (Shield) addons. There is nothing like them in any of the other classes. They give random percentage protections against various planet hazards. Some turn out better than others, but they are a unique set.

It's actually nothing to do with luck, the values for mods are essentially pulled from a table (it's a seed code in your save file that's incremented by one each time you install any kind of mod, which means you can "rewind" it by reloading). The cost of the mod has no effect, the mod itself is basically just a generic token.
Always buy one if you can, when get a NPC trader contact you or when you see them for sale. You might not get a top tier but you increase your chances if you do buy them frequently. The X tiers are arguably more of an 'end game' item when you have more nanites than you know what to do with. Black market gear is always dodgy and not always cheap... which is why the items effectiveness vary so dramatically.
As you play, every so often make a game save. Then if the item is really rubbish you can reload your game and save a few nanites for another day. ;D
Then stop going to the same system's Derelict.
