Maybe they all are?
I don't think so. Black Holes near the center are required for Core to Core jumps which have been well documented.
Unfortunately black hole travel is not necessary now EVERY location can be reached by using photo mode for the address of any planet and using the Portals with matching glyphs.
Its a pity.
Black holes should be full of awe and wonder, terrifying to enter and mysterious holding the secret keys to travelling to far off places. Now all that mystery has gone since the Next update.
Even the wonderful Portal discovery music has gone. I looked forward to hearing it every time a new portal was located. :(
I think I did this by accident once. I've never been able to figure out how that one time I went immediately so close to the core of the next galaxy and I haven't been able to replicate it since.
I tested that the other day and it works. I believe you just need to go through ONE black hole near the center, from then on all your Core jumps will land you near the center (as long as you don't exit the game).
Edit: 4 in a row. Tried restarting game, getting new co-ordinates etc
Edit: I warped several systems away from the last broken black hole, got new co-ordinates from Polo and the one it sent me to, worked.
