You absolutely can change settlements anytime you want. You cannot (as of right now) have more than one settlement at the same time.

thanks for your help but my problem is none of my settlement maps do anything, they just disappear. Doesn't ever do the above view search or give me a location on my hud. It literally just disappears out of my inventory. So I can't even find a new settlement.
If the settlements were more like the undersea quests which reset every so many systems etc, I'd be happier.... In some aspects I get what the op is saying but in general, it would be nice to have a change, whether it be settlers ousting you or settlers dying off... Some sort of change where one can then raze the settlement if they choose to.
I did mention in my findings that sometimes the charts just disappear without doing anything. I would say on the order of about 1 in 3. 1 in 3 doesn't mean every third one, one could have six in a row fail, but over 100 charts still average 1-3.
Are all your charts disappearing?
Also when a chart disappears without doing anything, just reload the save, and the chart will be back in your inventory.
I got my settlement to S-class. It has three markets and two landing pads. I got a construction opportunity that was either a landing pad or a market. I don't want anymore landing pads or markets. So I decided to stop making anymore decisions on my settlement. Mine is a good size, looks nice, requires zero maintenance, remains stable at S-class and earns 100,000 units a day. I check it every once in awhile.
If HG adds more content or improvements to settlements down the road, I'll be happy to reassess my plan, but right now, it's just right. : )
