Different game....I restarted a while back and am playing through again. Besides, the quest would not be there if I could not complete it.
With the mission active go to the galaxy map and see if there is a current mission route. It may want you to hire a particular npc.

Ok, I understand what you are asking. I guess because I like doing them, and with a new game you need to do it again to get the various terminals and a workers. I have restarted several times as I learned what I was doing just to see if I could play through the early stages of the game differently. With one playthrough I jumped to 20 different systems as fast as i could. Another time I stayed home most of them and maybe hit 8 different systems. Eventually I was satisfied with how I was going through early game stages that I moved on to mid game stage tasks and projects. It's just how I like to play games. I just now decided to take possession of a freighter to see what I can do with it.
Is it possibly the Exocraft Technician you've found instead of the Armourer?
That actually makes sense. You can always get the "please hire me" response from them even if you are not ready to hire them. I just assumed it was the armourer....
They look and sound a lot alike, but I always know the difference. The Exo Tech is often in the bar and wants asylum and a Korvax Priest for some reason, and that never gets expanded on in the story. I have sometimes found the armourer in the bar, but most of the time he's just being some random out in the docking bay lobby. I run into the damn Gek farmer at like every station so much that I've changed his look as much as Polo changes his!
Long story short, the exocraft technician is a denouncer of Hirk / follower of Nal and his people really hate that, even though ATLAS spoke to Nal and not Hirk... not because Hirk was unworthy, but because Nal cried out six times to get its attention, because apparently ATLAS is glitched and its Creator didn't have the time, inclination, or knowledge of how to correct that. Anyway, the armourer follows Hirk and doesn't need asylum, I guess because he's not a blasphemer? He's just old and wants to do something useful in his old age.
