Freighter missions sometimes bring back X class and also you can find X tech in the landscape sometimes at wrecks or distress beacon sites or buried tech etc. Also at the library archive stations you can be rewarded with X class for trading your finds sometimes. Basically its worth checking for tech at most sources you come across.
I suggest always have some nanites with you for those serendipitous meetings with aliens.
There is also the Derelict freighter mission rewards and the trader at the space stations will sell you plenty of suspicious packages for a price. The trader often has more of the same type, so buying three of the same type will give you better odds of finding something useful. Possibly reloading might change the stats when each is opened, so an auto save might be useful before opening them, unless that has been nerfed.

I didn't know what r6 or tarkov are but the save editor had never triggered an anti cheat in NMS. There dies not appear to be any anti cheat mechanics built into NMS.
Save editor doesn't allow to edit the stats of the modules. You still have to try random seeds, open the game, check the stats, and back to the editor. At this rate nobody is going to find a perfect X class pulse engine.
I've managed to get two over-S Infra-Knives (one has no cooling bonus which isn't much of a problem on its own, the other has mediocre damage but such a huge fire rate bonus that the net result is more damage than S) but I've never yet found a Pulse Engine worth keeping and it's hard even getting Photon Cannons.
Wrong, perfect X class pulse module seed is 3,413 that's 20 maneuver, 25 fuel, and 30 boost. Took 487 tries but I just did it.
Best X class hyperdrive seeds are 11,205 (320 LY and 100 fuel) Just 320 LY seed 64,601
For anyone curious about what to do with the seeds:
Using NomNom save editor open save, select starship tab, change from storage to tech, right click the module and select details. Find seed and replace with those numbers, save and enjoy perfect hyperdrive and pulse engines.
The seeds do have to go with the module that has the same stat categories so any random pulse module with all three stats will need to be installed. I destroy the ones with just 2 stats.

Top ten of the google search results for X class pulse engine module seed. So I added them to the thread because it's relevant to anyone searching for them as I was. I didn't get the answer so did it the hard way so nobody else will have to if they see this thread in a search.

Also you could edit the OP to have the answer, could save thousands of people thousands of hours if they don't look through the whole thread.
Is there some forum sharing these kind of seeds? It would be handy having a repository of some top-tier seeds to try. I did find a max hazard protection module by chance but NomNom isn't properly reading the stored modules so will get back on that.
Since each tech roll ticks over 1 seed each time, my suggestion is to dupe an unopened tech many times then open them until you get a good one, saves switching between the editor and game over & over.
