Tired Helios

So I just started a new save, and got to the anomaly, talked to Helios, got my nanites, all good. But I read that I can salvage some ships for free if I talk to him. Go to the anomaly, speak to him, but he says he's tired. There was an old bug on windows 7 related to the discovery service, but I'm on windows 10 and the service is online. Is there a cooldown between interactions with him? or is this a bug?

well, by now i'm at 92 milestones so i kinda doubt that that's part of it and according to the wiki i'm like 70% through the story, so if those free freighter scanners aren't reserved for 100% complete saves there's definitely something going horribly wrong

How someone just ignores that there is a week cool down if it still doesn't work after a week you can come here again

a week cooldown suggests that it starts after getting one and considering i did my first freighter last saturday and it apparently resets on mondays that's another thing to rule out...
