System specs meet the minimum? If you are good there, seems like something else is going on. More details would help others diagnose the issues you are having.
Do you mean save games? You can't change that.
Ok go upper left corner Steam > settings > downloads > steam library folder > if it's anything but E: what ever the folder you picked, right click it and delete,... then go add library folder at the bottom and add your E: what ever
I wouldn't worry about this, the amount of disk space used by saved games is negligible.

to change the location you either have to move your entire windows user profile storage or create a symbolic link to a drive or directory you have full access to.

For example, move %AppData%\HelloGames to another drive and create a symbolic link in its place.
You can install Steam & then games files on any valid drive in your PC. However that will never change the location of your saved game files. <- generally speaking those are hard coded in the game executable.
There are now 2 standards being used:
1: Documents\my games\<game name>
2: Users\<profile name>\Saved Games
NMS uses its own location in your profile similar to #2 above.
About the only viable suggestion was the one made by 3168 & using a symbolic link. Of course this means nothing if your primary drive is so full, Windows will stop working.
