Select the mission from your log, open your Galaxy Map, check which star system the game sends you, and then warp to that system. The cartographer the mission wants you to speak to should be on that system's space station. When you first speak to him, he will ask you to do something and then he will speak to you again.
As far as I know, milestones shouldn't be a thing for that mission. I think milestones only matter for Atlas Path questline and maybe one mission from Artemis questline if I remember correctly.
You said you did it but you can try going to another place in a galaxy far from your current one and restart the mission with middle mouse button. But again, the game selects a cartographer for you, you can't go to any cartographer you want.
But before you do that, when you go to the space station it indicates with the quest selected, you should see a marker in the station. Did you check the back rooms?
