Do you have F-Secures Deepguard installed ?

Not this firewall in particular but any firewall in general could possibly cause this e.g. when they have something like an auto-sandboxing feature. You could try turning off your firewall/av-software and run the game. If it runs after that, you should add the game as an exception in your fw/av software.

Other suggestions:
Make sure all dependencies are installed (should happen via steam automatically).
Make sure your system meets the requirements (GPU, CPU etc).
Make sure your GPU driver is up to date as well as possibly other hardware drivers.
Reboot your PC (if not happened already).
Possibly resintall Steam if it's a Steam issue.

The error itself doesn't ring a bell, but I hope this will help you.

Either this or you "exclude" NMS in the deep guard settings

Just a note on this. I was having the same error crop up and Steam Support was USELESS, though apparently the info about Deep Guard is pretty much all over the nets. My ISP provides it's own Security Suite to it's users. I guess it's just a reskinned version of F-Secure because when I went digging through my Security Suite from Spectrum, BOOM, there it was: Deep Guard. As soon as I turned it off, my issue went away. This was the last thing I tried because my security suite swore up and down that it had never blocked anything, all of the logs said so.

As for Steam Support, I am VERY disappointed in their response. I verified game files, made sure my various drivers were up to date, even uninstalled and reinstalled Steam, (and all my games) per a list of potential fixes I found out on the nets. And what is turning out to be a fairly common Security Software product was the issue. And it's not new. This has been an issue with a LOT of different games from a lot of different publishers, for a while, and all Steam Support would say about the "Steam Error" window I was getting was "Please contact the game publisher for your GAME error. We don't know what the problem is, ¯\_(ツ)_/¯." One would think that after having dealt with this for as long as it has been around, SOMEBODY in support would know about it, and at least recommend it. Heck, I would have been ahead of the problem if that had at least told me that the error I was getting was related to the game not being able to contact it's servers. But they wouldn't even tell me that much.
