OBS is excellent software, the acronym stands for Open Broadcaster Software, Open meaning open source, free to use, no limits. Its used by tens of thousands of content creators, and it really is powerful and reliable software.
First off, holy crap did't know anyone used fraps the past 10 years.
Then it's worth mentioning that fraps are not a reliable FPS counter. Both nVidia and AMD have FPS counters built in to their driver software that are reliable. At least nVidia have recording software I assume that AMD also have that functionality.
Ok, rant over. OP, if you still care, best thing is probably to use steams's fps overlay in this case. You can also add the game manually, if it's not in your library.

but yeah, OBS is pretty much what I use for recording stuff. Fraps is kinda dead
