Pity there's no way to cancel current construction when it borks out!
Ideally just go to the space station, use the teleporter, then when you select your settlement, it puts you straight back to the main column. This way you don't have to use hyperdrive.
I really hope that is not the case. If someone actually though that was a good idea then they should not be in charge of making those kind of decisions.

5. Reloaded game 7 times just to be sure, no change
Then I thought (as a coder) these guys don't regression test and we know of other situations where variables are not cleared between instances, so...

7. Reloaded game 4 times, each time starting the roof phase before reload

With this method do you wait in the settlement during the timer and not log out?
No, I go to another system, back, then start the phase (donate), then log off. Put a 90 min timer on my phone, when it goes off, I log in to game, phase finished. If more phase there, I go away again before start.
