Are you perhaps mixing up frigate modules with factory override units? They do have a very similar (if not the same) icon.
In that case you need to find a factory on a planet's surface to convert it into tech.
Useless in its current form, a Research Station aboard your freighter may be able to convert it into useful technology".
I go onto my freighter, there's no Research Station to build. The command table where the captain is has only 4 options: 1) Upgrade Control, 2) Freighter Warp Map, 3) Manage Fleet and 4) The Navigator, with the Upgrade Control being closest to the door, facing the entrance.

The first option spends your Cargo Bulkheads (expands your storage)
The third option applies colour customisation.
