If so, then you can't decrease them. They just keep in rising until they reach 100%. At that point 6 corrupt sentinels will spawn and attack the hub of the settlement. If you attack them they shift focus and attack you.
Thus far its always been 6 sentinels. I've always killed them quickly. I've no idea if I left them alone, if they would damage the settlement in any way.
There are some settlement decisions that say they decrease sentinel alert levels. I've never noticed any effect from that. Perhaps it slows the advancement of the alert level?
As far as i understand, the settlement sentinels are meant to attack the settlement every now and then, so you can't decrease their alert level. You need to fight them.
I found a new settlement on an extreme volcanic fire planet and was curious to know if we could have more than one. I got the message 'Settlement Request Denied: Insufficient battle experience'. No idea really what that is all about. I guess with Frontiers updates we'll find out. :D
