It should still accept new input but I had one a couple of years ago that just was stuck on the one location, would not closeout, and would not allow me to change it. It was about 1 minute from my base, so maybe that was interfering with it somehow.
I am talking about that cylinder looking thingy which you interact with. It is hidden in the ground until you get close to it. It is only on one side of the portal (both sides look the same) and directly in front of the teleporter light but at the very end of the big stone structure - so you gotta check both sides.
If it does not bounce up from the ground for you, or if you are not able to interact with it, or if you are not able to enter a new portal address (the top option in the menu)... then your game for some reason behaves differently from how my game is behaving.
Unless they changed it recently, I took advantage of that fact and always had one game in the wings with a portal running. If it switched off, it was not by real time, but by game time. So to use it indefinitely, just save the game before you portal, scout the destination for another game, then exit the game to your original game. I haven't checked lately, but I hope they didn't switch it to a real time clock.
