Odd that it's happening so recently. I've had gifts before, a handful of sodium, the odd gek relic, but nothing like this. I suspect whoever is doing this is giving away scripted items from a save editor.
Doesn't have to be the case. Some ppl have so much money they do scrapping for fun and to loosen their wallet. AI are very often reward from scrapping. I do that from time to time... And honestly I either give expensive parts away or I just drop them because I am too lazy to go to the terminal to sell those... The following day my wallet is full anyway after all daily stuff (frigate expeditions, planet surveys, refining etc...)
I have 5000 hours in game, enjoy scrapping and exploring but have never seen an AI Valve. My assumption is that these are editor introduced especially in large quality. They do exist and can be gotten from scrapping ships but only very rarely without exploits or dupe glitches.
Incorrect. Just max all the slots for an exotic and scrap it (should get 120+ million scrap value)
Look in the scrap and you will get 2 x Starship AI Valves worth 50 million units each.
They are a perfectly valid component found by scrapping...

I also give out 5 nip nip buds almost every time I am in the nexus to everyone there for RP reasons, since I play as a Gek.
I generally prefer to play solo and i'd only switched 'network' back on to see all the ships in the nexus.
Then someone random jumped in a group with me at the last minute, and we completed a mission, and on my return i suddenly out of the blue, get this gift from a stranger.
I will keep the network on i think, as it's nice to see the ships, but limit 'group setting' to friend only.
There's no wrong or right way to play the game, whatever floats your boat is fine - just enjoy yourself. =)
