Why can’t I find a Lush planet?
I recently completed the Artemis questline and created spawned in the green tranquil galaxy.

I’ve been zooming from system to system looking for Lush water planets, to create a perfect permanent base, but I haven’t found one even after visiting over 35 systems.

On a side note, I travel to only 3 star economy+low level threat systems, most of which, if not all have been yellow star systems.

Am I doing something wrong?

The 'easiest' approach is to look for systems that have six planets. That will give you more choices of planets with 'paradise' like qualities. The economic scanner and conflict scanner can help find Systems of the type, Opulent or Gentle and so on (the Wiki Guide lists system types)[nomanssky.gamepedia.com]
These system types may have slightly more bias towards the 'paradise' type planets within those systems you're looking for.

One spaceman's Paradise might be another spaceman's Nightmare... You can find planets that have NO sentinels too but still have dangerous creatures. Other 'paradise' like planets may have larger creatures or endless rainfall if you prefer. Star Bulbs more often than not appear on lusher planet biomes. Some Uncharted systems (without space stations) can also reveal interesting finds.

The No Man's Sky Wiki also lists Galaxies for their bias towards harsher systems or more calmer systems to a lesser or greater extent. Euclid is thought to have a more even distribution of all types of planets and systems. There are billions upon billions of systems and billions more planets so really one galaxy is no different to the other if you use the scanners efficiently.

These relatively recent discoveries from Euclid are not all paradise types but were found using scanners across the various star types.

Also it may help to look closer at the atmosphere of a planet. Lighter or more blue edges may indicate a more familiar 'earth' like sky, in preference to a more 'alien' colour.

Nice pics. It doesn't have to be categorised as Lush or desert, as long as it looks the part.
