But I just visited 3 planets in a row where I did some exploration and don't recall seeing a single one....so I guess sometimes it's just bad RNG luck.
Try to find some buildings, like a observatory or something else that has the two cuboid style outbuildings. There's very, very often buried technology right around the outbuildings. My current planet that I'm exploring has almost no buried tech, but every time I've found such a facility there's also been buried tech right there.

And then you use the terraforming tool to dig for it, at which point you should see this and be able to interact with it to get your salvage:

Yeah, some "recent" updates messed it up a bit. Also, some common places where it
used to be found (crashed ships) is no longer there, or got difficult to spot.
Almost every broken machine has them as well as settlements without landing pads.
Most crash sites (not interceptors) have them too.
