The scanlines are the faint moving lines at the top of the screen
Probably saves a tiny bit of processor usage, too.
How does one "turn it off?"
I really hate it, makes the top of the screen look like you're watching a 3D movie without the glasses.

It creates a nice effect like watching your adventure through an analogue transmission signal beamed across the universe onto your 1960's first moon landing TV report :DDD
I like it on. :) It's especially good with photo mode filters or custom mod filters you can play exclusive of photo mode. It mostly is only viewed when the HUD is active and you have the option to switch it on if you like it.
