When you leave a planet it unloads from memory. When you return it is regenerated. The only thing that is saved are changes to the planet things built, things destroyed) and most of those will eventually ago away.
Have you ever played minecraft or a roguelike ?
Yes the Galaxie(s) and planets are created procedurally by a mathematical seed that is the same for every player. ( like minecraft, you get the same world if you enter the same seed )
Those are hardcoded in the game so they are the same for every player.
Hello Studio also hosts a NMS Server, since Multiplayer is a possibility, if you upload your base and/or your discoveries they get stored there and the if you enter a new system the game checks the server if you found something that is allready discovered.
So your personal savegame that includes your base and your stuff is only on your computer but you can decide to share,
If you don't, nobody else will find your base or discover the animals and plants you discovered.
Sometimes the server has even hiccups. I once discovered the whole fauna of a planet and after I restarted the game the fauna on the planet doubled because someone else had also uploaded discovered animals and we were both credited for a bunch of discoveries.
