Report a translation problem
Well then sadly it looks like the patch this week has messed up the QS missions.
Though I don't quite understand how an issue with the QS missions would cause the vendor to not have its full inventory.
But for everyone else its the latest patch, there's more then a few posts here with people asking about missing QS missions, no discovery services etc. so its a HG patch-code or a server side issue from this week.

I verified NMS files thru steam client, and no problems found.
I uninstalled Nvidia USBC and Nvidia HD Sound from Computer Hardware settings panel
Because my video card does not have USB-C ports, and I've never used HDMI on my PC.
Manually downloaded Nvidia drivers, the Game Ready (Not the studio drivers)
Then custom installed Nvidia driver and Physx (unchecked USBC and Sound)
Note: I'd uninstalled Geforce Experience months ago and still delighted with the results!
FYI: I still haven't installed any mods for NMS. (maybe one day)
I rebooted, started Steam > NMS > turned off multiplayer got into nexus and weekend event and the quicksilver missions are showing up again.
So, if the issue was a Nvidia driver issue... then Hello Games created it with their last patch.
But wait!
There's more!
I picked the mysterious purple mission and got "Simple Fauna" and nexus warped my ship to a new system and as warp ended and the planets appeared a message said
Mission abandoned
...Seen that bug once before, hopefully HG fixes it again in the next patch.
So I call in Nexus and was able to get the weekend mission "Misaligned Realities" I speak with Tethys then leave nexus and finish the whole thing without an problems.
Not sure if suggesting manual installation of latest GPU drivers will help anyone else but let us know if you try and what the outcome was for you?
Just try running the game and see if its working again.

Looks like NMS online research servers disabled TLS1.0 which is the default protocol for Win7.

What solved it for me: Install KB3140245 and install MicrosoftEasyFix51044.msi (linked in behind the download button)
