Generally, it is a bad idea to ever delete a base....unless you go crazy and build so many you hit the limit.
The new splitting of stacks function (button C hovering over a stack) may or may not work with the overflow container.
I use overflow storage object a lot on my freighter as it collects resources from planet bases I delete every so often. It can be useful to dip into for easy gathering of resources or plants I may have destroyed some time ago. To make use of the container, you must delete the base computer.
I used it just a few days ago so it worked, then it had the various parts in it from the base I had previously deleted, then when I had emptied it, it said it was full.
One disadvantage of using that cache is that you do not get 100% back of the material, do not remember the difference, but it was maybe 50%, so if you want to delete a base, it is probably better to do it manually bit for bit, if you have time and energy, then you get all the material back.
