... and what do you mean by 'budget'?
I'm running an nvidia geforce gtx 970 w NMS on high and ultra. Runs fine
it performs similar to the 1070 for less money.
if you dont want to pay a premium for ray tracing, the 1660ti is basically close to the 2060, but around $80 cheaper with no ray tracing.
if $280 for the 1660ti is a stretch for you, then for $230 and around 15%-20% less performance, you can get the regular non TI 1660.
if thats still too high the 1050TI is a great budget card at about $170
i really think the 1660TI though is the best price to performance, and will provide great performance, not just now, but for a long time going forward, it's also a brand new card, so it has some of the latest tech, meaning it will handle a lot of newer games a lot better than an equivalent, but older card might. the 10 series is already quite old actually, the GPU shortage extended its life cycle well beyond normal.
By budget I mean under $200
I can play fine all today's games at 1920x1080, I never had any performance problems, but I also have a 4.0 ghz processor and 16 GB system RAM, and an excellent motherboard (ASUS), so my system is well balanced, although not the highest possible one, so I don't think I have any 4K or HDR support; for that you'd need a non-budget card like GTX 1060, GTX 1080 with 4+ GB VRAM (and also a 4K monitor).
In a game based on the opengl 4.5 algorithms I believe an intermediate gpu with a good amount of vram will get you a gameplay of around 60fps in medium~high quality near full-HD.
