You need Tritium from asteroids. I've run into the situation of only getting Silver. When this happens, I just fly a bit into another section of the asteroids and start firing around there.
Could also buy the Tritium from a merchant.
I take my shuttle, fly towards my destination, hold shift for boost, and ram through asteroids.
When I get something I can use, I hit tab and refuel, then launch my pulse engine.
The fuel won't last too long, but once the pulse drive wears off and I drop back to regular flight, the boosters are on automatically and I no longer have to hold shift.
Then I just wait for more fuel to get collected by ramming asteroids and repeat until I get where I'm going.
I'd probably mine the asteroids, but like you, I only ever get Gold or Silver, and the scanner doesn't seem to work on them.
I wonder if it's the mod's again?
I just pictured my self out the shooting asteroids only to see someone speed past me slamming into roid after roid yelling "YOU'RE DOING IT WRONG!!!"
Lol.
And you'd see me reclined back in the cockpit, toasting you with a margarita as I zoomed by.

TK, I really doubt it. Mods are more surgical than that, changing one or just several specific things. They don't spill over into other portions of the game, and the mods I've got installed are mostly cosmetic.
You'll need tritium for other things later on, too, so get used to shooting rocks in space.
(Incidentally, any old-timers here notice a lot of things that went away with versions 1.1 and 1.2 are suddenly back? Shooting rocks in space is just one of them.)
(Those odd plant-things with the waving tentacles that yield gravitino balls are another. Glad to see those weird little dudes, again!)
