Does "Conflict Level" Actually Mean Anything?

Galaxies with different conflict levels don't really seem any different from each other. At least from what I can tell.

The higher the conflict level the more likely that there will be a freighter under attack when you spawn in. Addtionally you are more likely to be scanned by pirates and find random pirates in space.

Previously you'd also see more crashed ships in the systems but that may have changed as I've noticed a general drastic drop in the number of crashed ships.

higher conflict level = higher chance of pirate spawns and the pirates that do spawn will be of higher level.
