Basically
locked: the ship change directory following the mouse movements.
tethered: when you move the pointer, the ship begin to steer in that direction. To stop steering you need to move back the pointer in the center.
As far as I understand (always played with locked controls), the locked control are ideal for mouse/keyboard while the tethered are good for a game controller.

Flying with a mouse was made harder in one of the first major patchs for this game a while back. Its being caused by incorrect mouse acceleration, you can notice this quite easily.
1: when you move the mouse slowly the acceleration kicks in and the mouse is insanely sensitive.
2:when you move the mouse too fast the movement speed is capped and moves much slower.
(this becomes very obvious to notice when using the Alt look inside your ship, but affects controls alike)
The result, you have to wrestle control of your ship in dogfights, fast inputs have a negative effect and limit your turn radius. While the opposite of lighter inputs causes sharper turns and faster movement.
Its a backwards system and I wish it would get changed or removed completely in favor of raw mouse input. But sadly a lot of games designed with console in mind suffer these acceleration problems.
now when i dog fight i rush in guns blazing until we pass then i reduce throttle, turn around and boost back into the fight. its tough when you are taking on 3 pirates and i end up running away often, then coming back in.
OR you can act like a firing platform and just follow the enemy around with your reticle and blast away while they spin and manuver around. that is not ideal for more than 1 or 2 enemy however. im also playing on survival with a ♥♥♥♥♥♥ shuttle. if i can do anyone can.
