Notes from my previous post:
I can confirm it's the foundation + the cylinder room on top of it that starts the quest. The cylinder room + the door for it need to be researched through the blueprint thing under the z menu. And to get the salvage techs for the blueprints you need to use your scanner (f key) to find techs underground then use your terrain manipulator to dig to find the tech.
I was hoping I didn't need the cylinder thing for this, but looks like I do as the quest now moved forward.
