You can put another 3 mods on the tech inventory too. I have 4 S Class mods currently. I'm up to about 1300LY and can get about 6 jumps from each warp cell.
I don't see the point in those, since hydrogen is either extremely cheap (if you want to buy it) or free (if even cheap is too expensive for you) by using the big refinery to convert di-hydrogen jelly back into hydrogen. And for the extremely cheap but possibly exploity way to go about fueling your ship, you can just keep cycling, hand-crafting the jelly with 40 di-hydrogen, then refining it into 50, and so on until you have all the fuel you'll ever need.
Even in permadeath I'm basically never running out of fuel anymore, which is a nice quality of life change from the days of 500 Pu each time you take off. :P
No, you should be able to put 3 connected in each inventory. I have 3 connected in my tech slots, and the forth is connected to the actual warp drive. Putting a 4th of any class, connected or not, in the same inventory will break the upgrades.
