Jokes aside, dont run any cryptominers on the background or forget that HULU stream playing. Also, updates come tied to new drivers, so get them updated as well.
I don't believe that, I have a Sandy Bridge i7 as does my brother-in-law, we both run the game off SSD, he has a 970 and I have a 1060 and we've both seen this issue. Either you're running terrain tessellation at "low" or you've had the issue and are just oblivious (not sure how you couldn't notice as it's blindingly obvious). I also run minimal background apps on a well maintained machine - this is an issue with the game engine, not our PCs.
Updating video drivers could help, but if you want to get rid of these problems once and for all, you should use my mod:

I downloaded this and its working great with everything on Utra. I will try some other planets, but so far Im liking it alot. They need to pay you to put this option in the game :-)
And their move to Vulkan didn't seem to do anything better in that regard. It's hard coded, it's engine-based; they'd probably have to re-do their whole procedural generation system from scratch and of course I'm not expecting them to do so. But on the current console generation I can't understand why draw distance is such a problem when we have games (in this generation) proving how big distances can be dealt with well enough (Horizon Zero Dawn and God of War both have some pretty amazing LoD and draw distances with a LOT more overall detail in the scenery in comparison to No Man's Sky).
What I hope they'll do is make a complete overhaul of their procedural / texture streaming / rendering stuff for their updates on the next generation systems (because you bet they'll release the game on PS5 and Series X, probably not immediately but give it one or two years after and it's gonna be out for those).
For now all we can do is to use some mods here and there to brute-force better draw distances, generation of animals (at a higher distance) and 'fix' issues with textures. It's better than nothing, but the Devs should be doing it, not the community.
