They are pretty common. I'd say about 50% of the ice planets are water worlds. At least that is the ratio in the Eissentam Galaxy. Euclid is less generous with all water worlds as well as Lush planets in general, so if you are in Euclid, you will likely need to look a bit longer to find one.
yeah, im from euclid. I have visit a lot of ice planets, but...
from the galaxy u can see the ocean and the ice ones never have.

Ice water worlds have a distinctive look to them. Once you know what that look is, it is much easier to spot them from space and at a distance.
When you find one, be sure to take a screenshot from space so you can refer back to it later. Unfortunately, I don't have any screenshots to post on here of an Ice Waterworld. Until the Abyss update, I tended to avoid them because I am primarily focused on Lush Water Worlds with no storms and nice weather/temps. For building land bases on.
Same here. Ice planet with water has been fairly easy... The Toxic I found only one so far to about 5 Ice worlds.
