Change my multiplayer region?

So I'm currently living in Belgium but I can't speak any Dutch or French (originally from the US). Unfortunately, all the people who join my game or games that I join are all dutch/french speakers. I was wondering if there was any way for me to change my region to North America or something along those lines?

I never even mentioned the word "server" in my post. I understand its p2p multiplayer. I'm asking if theres a way for me to get connected with random people in other regions (ones that actually speak my language).

But, it clearly has regional matchmaking running from HG's servers, before the p2p is initiated. All games I have joined have been english speakers, never once a different language.

Maybe it's using the region settings in steam.
