i've gone factory to factory to find hot ice blueprint but cant find it how do i get it.

Manufacturing Facilities and Operation Centres is the places to loot.

I got the BP jumping system by system, scanning multiple times until a green building did or did not show.

If one showed up, I obviously looted. And when it didn't I jumped to another system, rinse and repeat.

Luck of the draw friend.To make it faster (i dont know if you are already doing this) but use the signal booster and use nav data to find secure signals

You can get it as a rare quest reward for some of the missions in the space station.
