However, you need to look for monoliths and then ask them for the portal location.
I never bother with portal much, in 4300 hours of game play I have come across 2 portals by chance. Others were when sent there on a mission and a couple were giving a relic at a monolith to show a location.
However, the location discovery system in this game can be very wonky at times. I've had nav maps and signal boosters sending me to previous locations in a loop plenty of times before. Some places they even send you to the very spot you're already standing in: seems to happen a lot to me with manufacturing facilities/comm towers -- but not much of a stretch to imagine this happening to you with portals/monoliths.
Have you tried going to other systems and requesting portals there? Trying a different planet in the same system might not help -- I've had nav maps send me to previously visited locations on another planet! If you have and it still sends you into a loop then it might be a bug. Consider reporting it to HG with your save file?
I watch a Youtube video and he was able to get all 4 types from the vendor. Perhaps you need a different type.
Other wise I have reasonable luck finding monoliths by just flying in a direction. They don't show of scan but they aren't hard to spot.
