Also I recently discovered this issue messes up the repeatable base specialist quests. I didn;t know they were related until I fixed this issue. I made a post about it here: https://steamcommunity.com/app/275850/discussions/0/1744480966998006700/
Too long to type so figure I'll just leave the link. I couldn't mark my own post as the answer so scroll to the bottom.
I have the same concern as Dizkus1r above. I suspect I have had this problem since early March, and in that time I have made a LOT of new discoveries which I believed to have been uploaded at the time. Have all these discoveries been forfeited because I was technically offline/disconnected?
Additionally, I have built several bases along my journey to the center of the Euclid Galaxy. I took care to upload these bases for others to see and use. Will these base uploads also have been affected?

I'm going to test this to the max. I used to get the most stutter at my Base when NPC Starships fly over the area. So that and the Trading Post. I'll update in a bit.
UPDATE:
Well, it does reduce the stutter as you move around, and my base on Low did have less stutters. For example, the Message Module's greeting doesn't lag out, which it did before I used the fix.
NPC Starships now don't lag me out even on Medium, with a pause then loading them in. So that's good. However, the Stuttering on Medium is still horrendous.
Caves still lag out things, as does any player digging and terrain deformation around an Ruin sight.
So it helps, and it probably fixes the crash to Main Menu if it is due to connecting to HG server, and probably would help Win 7 users with Multiplayer issues or Co-Op.
See, if you are online, it has to check periodically just to see if someone else named things on your planet or area, like the Region Name on a Planet. I'm guessing that this talking back and forth then now works better.
Why I get Cave lag-out when above the surface but near the Caves, that's probably more graphics oriented. I've had it on some versions of 7 Days to Die also.
Anyway, it certainly did not hurt.
UPDATE 2:
Gosh the situation is so inconsistent in the end.
The next two game exits after that session, it ran well. Then the next session it did not, and next time also, stuttering like everywhere.
Ok, so I then tried offline. Worst ever offline it had been after the fix. Stalled so often that at one point it nearly stalled out and crashed, but barely held on.
So then I go back to online. Still bad.
Ok, so then I restart the computer, the thinking being that maybe somehow when I tried once the Medium Settings it overwrote somehow the fix.
Try again in Steam Online, works perfect again. I did not change the settings, other than for 1 of the something like 10 sessions, where I just tried Medium Textures. And that's the chronicle of oddity I achieved after the fix. Good lord, why?!
NOTHING IS CONSISTENT IN THIS GAME'S PERFORMANCE. It is so annoying. It isn't worth trying to work on it as a player, dangarama. So odd it bites.
When it stutters badly, keystrokes and mouse movements are delayed. I get this in no other game. Next session no issues at all, for hours on end. Good grief.
TLS 1.2 is supposedly in common use right now, and the move is to TLS 1.3. So probably Windows 10 has to use those two or it could not work.
Sorry, I cannot advise you either way on the matter. I did a quick search on Microsoft and on a search engine, and it was not clear. I'd have to research a lot more on the subject and since I'm not using Windows 10 it isn't a priority for me beyond the 5 minutes I just sunk into it (more if you count my posting).
I'm not sure the Fix is even needed anymore. There were further changes made to the Discovery Connections GUI in the game, for example the color of the button changed (to red), so maybe HG worked on it since this thread was started so maybe additional fixes were made in the code for the servers as well.
