I suspect your friend will be fine on medium settings, but I can't be sure.
I'm running the game quite well on less then that on ultra settings

But I do run the game from an 1TB SSD though, this thing has given me a lot of worth with loading times and performance in most games.

On medium it worked between 20-60fps depending on where I was looking...
Now I'm on:

AMD RX580 8gb
12gb ram
1TB sata II hard drive (got other things on my flash drive - its read spead is faster than my hard drives...)
And it works nice at 60+fps most of the time on high.

I would speculate yes
CPU: AMD FX6300 6 core 3,5 ghz
RAM: 8 GB 1600 MHZ
GPU: GTX 770 Windforce 2GB
Harddrive: Toshiba dt01aca100 7200 rpm
It'll run but you will probably be stuck on medium to low settings. 8gb ram specs really need to be DDR4 to get the best from it, and the GPU is a tad low. I agree with everyone here that an SSD drive is the way to go on the loading times and lag spikes.
