Need help with weapons terminal blueprint

Can someone help me. I have a mission to build the weapons terminal, but I don't have the blueprint for it. During what quest do I get the blueprint for the weapons terminal? My overseer keeps telling me to find a scientist but I already have him. I thought that I had to do all the science missions to get it but i think I just finished them and still no luck. Do I need to do more story missions to unlock or should I start over because I found a glitch? Please someone help I cant find any info on my problem anywhere

You get the weapons terminal for completing the mission to get a scientist...
since you already have a scientist and your constructor npc doesnt let you finish the quest, it appears you have run into one of the many bugs

nearly finished the questline without problems.
But i did all in the intended sequence
