Also I can remember seeing this question being asked a lot. So you might just use the forum search function or google search.
Pre NEXT it used to be you got 1/2 materials back in the base cache, now in NEXT you have to also build that module. Pre next it was part of the main claimable room.
So if you want to truely get 100% mats back, dismantle
If too big for your current storage, dismantle what you may really need to retrieve (the worst materials to get back)
If you crawl under materials, you can also happily take the loss (if it's still a thing in NEXT ofc) and don't bother.
And nope, there is no coming back to previous galaxy, unless you join a friend that is in the first galaxy

And in the tranquil galaxies, you have more chances to find (or again it used to be, but also heard from older players it has changed) earth type planets with often enough non agressive sentinels
maybe storms are also dumbed down in those now... who knows
Now reasons to go to an other galaxy ? hell yeah... having next to no chances to come across something someone discovered \o/
The challenge to advance through them ? wanting to reach the last one ?
so I would advise to make sure if a few things before you do anything further....
have you crafted all the Atlas seeds from the Atlas ? If I remember correctly you need to have that last one ready with you.
And yes indeed you keep all, but base.
That's also why many of us had always a farming base on freighter so you always had (if anything went wrong) a functioning farm at hand
