In my case it was "overseer1". I changed the number from 6 to 0. I was were i should have been because i could never get past step 1 in the quest.

II cant thank you enough. This tip saved roughly 35 hours of my gametime because in other post they just say that you have to start over again.
you can only get circuit boards and a few other items as the highest. look it up to see what all you can get from him, and then if you have it all unlocked youre done with the scientist.
if all else fails, you can force unlock the things that are bugged with the save editor.
Edit: Just made another base with another terminal and when the overseer tped over he worked (y)
