And i really need my staircase.
But it takes a bit more doing.
The cuboid room stairs can only be placed against the floor piece now.
So add extra room at either the foot or the top of your intended stairs. Place the floor piece at the top of that extra room. Add the stairs. After that you can remove the floor and extra room.

This retardation in design of base building is one of the most frustrating things in the game for me, outside of a some remaining nasty bugs that will probably be fixed eventually. At least the stairs have a work around. Try making a 4 story cuboid glass room with storage containers around the outside of the second floor facing in, and with stairs from there up to a third floor just above the storage containers. There is an obscure way to get the storage containers there but I bet most won't figure it out. And you cannot at all finish the 3rd story flooring above them. All positions are unobstructed and the image "snaps", but returns "Invalid Position" for no apparant reason when next to the top of the containers. Maybe those glass cuboid rooms just shouldn't be used even though they look great. I'll try to rebuild using metal floors and walls or something. They seem to have more thought put into the snap functionality.
Then i tried to combine these new 'platformisch' stairs but this whole new set doesn't snap to the others.... brilliant...
Well, let's spend more hours of grind to get the inner stairs unlocked just to end up here with more frustration?
Brilliant design! Seriously aren't we able to develop a simple and reliant piece of elevation in this universe?

There is an option...
If you aren't afraid to edit your RAW JSON save file in the NMS Save File Editor, you can edit the XYZ coordinate data and force pieces together like this example of a landing pad merged with a pre-built surface of Concrete panels. (These normally can not be connected to each other)

The results are so superior to the in-game options that I would love to have the time to do this with every single base I have in the game, but the process is just too tedious and time consuming.
Primarily because like the in-game building system... The code side of all this is just as clunky and stupid.
