Circuit board Mission - No Heat capacitor blueprint

Havent recieved the heat capacitor Bp, how am I meant to make a Circuit board?
And they've removed Heat caps from terminals assuming they were available before.

So how do I get the blueprint for a heat capacitor?

Scientist gives you the heat capacitor BP on the next quest you do for him if I remember correctly.

I got that blueprint after bringing him the korvax cube.

The scientist doesn't want you to make a circuit board, that's the overseer. The scientist gave you the circuit board BP, and he will give you the heat capacitor BP after you do another quest for him.
